The quranic universal library has mukhtasar tafsir available in english as both json and sqlite download. Hope this is helpful.

Kindly share with us more details about the translation/tafsir & the author. Also, kindly let us know if the translation/tafsir is already available on any other apps/website, so that we can get the data from them.
